I'm a first-time backpack buyer and I am a full grown female 120lbs and 31" waist. I am interested in this bag because it's smaller-framed and less expensive, I'm wondering if it would still be appropriate for a light packer-even though I'm adult?

Hi there. How exciting! The volume shouldn't be a problem, nor should the torso length, as it is very adjustable. I am slightly concerned about the hip belt, though.
First, you said you have a 31" waist, but more important is your hip measurement around at the top of your hipbones (where you would be wearing the pack). The youth says that it is adjustable from 22-34 inches. That tells me that the padding only wraps around to 22" (and that is to the very end of the pads), which is pretty small. You want to make sure your hip bones are securely in the middle of the padding on the hip belt for comfort. You could measure yourself from the top of one hip bone, around your back, and then to the other hip bone. If that length is more than, say, 18-19 inches, your hip bones will not be in the center of the padding. Also, that might make the webbing strap cut in to your stomach.
Also, women't hipbelts have come a long way and are designed to better fit a woman's anatomy. If you don't have much for hips, that is less important.
You may be better off with the women's version of this pack. It is the same volume and the padding is 3" more around the hip belt. It's $15 more for that.
You could also check out the Women's Kelty Storm:
This product doesn't exist.
That's right in that price range and has padding out to 32" (which may actually be too long if you have no hips, so make sure to measure).
Let me know if I can help with anything else.
