Is the men's size 6 or 38 the same size as the women's size 7 on the Scarpa summit GTX?

Yes, those are all the same size. The women's specific versions will be slightly lower volume however.

In comparing the two, are the widths the same?

The boots on the link above are mens (all the same), But the women's version is constructed with a slightly narrower heel and lower instep. If you think of the boot as a bucket, the women's version will hold less water (lower volume) as a result.
