How does this device work? Would you consider this a better rappel device than using a belay device to rappel (since it seems easier and faster to set up)?

This is not designed as a rapel device. The freino is designed for use with a GriGri or similar autolocking belay device. The Grigri is difficult to smoothly lower with (it tends to grab and release). A lot of folks were creating a redirect to another carabiner on an anchor or leg loop of their harness in order to create more friction. The freino allows you to create that redirect without adding extra gear. It's a must have for GriGri users.
