what is the elastic strap on the back for, specifically? Are there straps to load a sleeping bag on the top of the outside of the bag??

Hi there,
Bungees in general are nice for hanging wet socks on, or keeping your rain shell handy. This one, in particular, is designed for your climbing helmet in mind too.
It's always easier to pack the sleeping bag inside. If you needed the room, it is easy to store your sleeping pad or rope under the lid (the top pouch) and keep the bag inside.
I don't believe there are any straps over the top, but depending on how big your bag stuffs down, you could buckle it under the lid. But nylon on nylon is pretty slippery, and in my experience, they tend to work their way out when you pack 'em that way.
