Im assuming that this fork cannot support panniers as it is carbon. Im right eh ?

Well there are carbon forks which can support panniers. But it is ill advised because on a long trip you might crash and the forks may collapse in. If you have steel. You and your buddies can bend them enough to keep riding until the next town. If you blow out a pair of carbon's you will be walking.
Stick with steel,
