I am looking for the best ice climbing gloves for me husband...
great quality in general, provides necessary warmth and also dexterity - so he can do things like zip up a jacket with them on. Also, his hands are on the smaller side.
Would these gloves be the best choice?

these gloves are a good choice for ice climbing, however, these do not provide adequate warmth when the temps are below freezing, and not when you are inactive, like when you belay. If he has another pair of warm gloves, he will really like these. If he needs really warm gloves, look at a thicker/warmer glove like

Above were some good suggestions.
Some folks use an over mitt (sized large) for belay, so he won't have to remove his climbing gloves.
