 | I've got my top layers pretty much figured out, but my legs still get pretty cold when I'm skiing. I have very, very poor circulation, and my metabolism is super low so I don't generate much body heat, so I need tons of layers to keep the cold out. Just to give you an idea, my normal winter clothing loadout looks like this:
REI Silk baselayer
Long sleeve t-shirt (cotton...it's warm)
EMS Fleece
MH Monkey Man
Cloudveil down jacket
Right now, on the bottom I have an REI silk base layer, some REI fleece pants (which I seem to have lost...), and Columbia shell pants (non-insulated) which are slowly getting torn up from ice climbing.
My question is, what would you recommend I get to improve the warmth around my legs? I was thinking some Patagonia Capilene 4 pants (possibly to wear over my silk underwear?), and then maybe some baggier fleece pants over that? Any other ideas? I'd like to keep it under $200, if possible.

Well I must say eeks at your cotton T Shirt. Get rid of that right now. There is no reason to wear cotton in the winter. It retains moisture and is drawing heat away from your body. Which may be partially some of the reason why you are getting cold. Our body are pretty smart machines and will cut the heat to our extremities as soon as the core drops. Replace that with a light weight fleece. Numerious ones out there and any will work.
Next I would suggest moving to a wool base layer on your legs and then keep the fleece pants.

 | Yes fleece over wool, the wool acts as the base layer to deal with moisture from your body and the fleece will act as an insulating layer. The smart wool are not super thin for long underwear. They have a substantial feel.

Plus, some baggy fleece pants to go over top...maybe something like this?

Both excellent choices. I like Smartwool because it doesn't get as stinky. And, yeah, throw a fleece over those and you will be cozy! I like
